Goal Setting in the Climate Policy of the EU

Master's Thesis Lucie Vinařská SS 2022 Abstract This master's thesis deals with goal setting in the climate policy of the European Union. It examinates in detail the available literature on goal setting in the context of the general global, but more importantly, European governance. The aim of this thesis is to define factors that contribute to successful goal setting, which ensures that the goals can be used as an efficient governance strategy. These factors are (a) nature of the problem, (b) character of the actors, (c) the principal features of the setting and (d) mobilisation of support in specific cases, (e) funding, (f) scientific knowledge, (g) origin of the goal (h) translation of goals. The cases were chosen due to their ability to cover three distinct decades of EU's climate policy development. In each of these three cases, the goal setting process was described according to the criteria using official documents of the EU institutions such as the European Commission's communications or Council of the European Union's conclusions, official websites of the EU institutions or official reports. Representational Practices of Rebel Governance

Representational Practices of Rebel Governance Much of the literature on rebel governance has been focusing on the material factors that influence rebel activities. However, rebels frequently engage in practices that have no clear material benefit. Instead, these are meant to increase their legitimacy with certain groups, by representing a normative conception of authoritative rule. This thesis offers a process-based theoretical framework for understanding these "representational practices" by considering them as acts of communication from rebel senders to their audiences. To this extent, rebels frame themselves as continuous, time-transcendent rulers (content) within authoritative normative frameworks (contexts) and use various "artifacts" and bodily movement as "channels" to transmit these claims. This model is then applied to an interpretive, single-case study of the "Islamic State" rebels in Iraq and Syria between 2014 and 2017. It is found that the model can explain many of the IS's activities. Pandemic and governance: Comparison of the Czech Republic and Portugal

The bachelor thesis deals with the topic of pandemics and governance, and compares the Czech Republic and Portugal. This topic was chosen by the bachelor thesis because of the similarities between the two countries and also because of the high increase of infected people at the beginning of 2021. The research question that the thesis will try to answer is: What factors are critical to coping with a pandemic? Where the thesis has identified three criteria that it will compare for both countries, namely government institutions, government communication and government instruments. She chose these factors on the basis of finding out how the governance factor works in the country and to what extent the government is able to influence the course of the pandemic. First, the thesis will look at the literature it will draw from, explain how the world has responded to the covid pandemic, why the thesis chose South Korea and Japan as benchmark countries, and focus on how pandemic governance affects the degree of democracy. The thesis will then show the methods used to conduct the analysis, why it chose Portugal and the Czech Republic as benchmarks, and finally explain the time period it examines. Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Normality of the exception? Crisis Governance in reforming the Asylum and Migration Policy of the European Union

This doctoral thesis examines the issue of crisis governance of the European Union in the context of migration developments after 2015. The author investigates how relevant EU institutions (European Commission, Council of the EU, and European Council) construct exceptionality within the common asylum and migration policy and what might be its impacts on the functionality of this policy. Theoretically, the research is based on the concept of "state of exception" originally introduced in the works of Carl Schmitt and Giorgio Agamben. The main objective of the thesis is to analyze and interpret the extraordinary migration measures from 2015 to 2018, which were proposed and implemented by the EU political actors to address the migration situation. The institutional level is further broadened and contextualized by including three EU Member State governments - Hungary, Austria, and Germany - and their involvement in the interactive shaping of emergency policies. The author studies how the exception is constructed in the EU official discourse, the relationship between exception and normality, and the exercise of power to create a state of exception at supranational/intergovernmental level of the EU as an international organization. Socialistic complaints as an instrument of governance and remedy - Beroun district in the second half of the 80s.

The diploma thesis deals with finding an answer to how socialistic complaints worked as an instrument of remedy and also as an instrument of governance. It proceeds from the theory of Albert O. Hirschman that explains strategies of solution in the area of firms, organizations and states and that also includes complaining. The other theoretical sources are the theory of bureaucratic organizations of Michel Crozier and Michel Foucault's conception of power and discipline. The issues of complaining are put into period context in the diploma thesis and it is supplemented about a brief elucidation of ruling manners considering the district level. The empirical part is based on qualitative and quantitative content analysis of complaints that were solved by the leading secretary at the District Committee of the Communist Party of Czechoslovakia in Beroun from 1985 till 1989. It is not only focused on a survey of complaints but also interprets the procedures of solving that are related to the chosen theoretical findings. The thesis also explains the relationship between the communist party and its critics with their objections and the relationship between the party and people that were criticized in the complaints.

Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.

The Magnitude of Governance in Addressing HIV/AIDS Problems in Ethiopia

This case study seeks to understand the scope of governance in addressing HIV/AIDS issues in Ethiopia by making use of HIV/AIDS partnership forums that exist in the country. All individuals representing the government sector, the NGO sector, the for profit sector and HIV/AIDS Prevention and Control Office (HAPCO) both at the national level and in the three regions namely Oromia Region, Southern Nations, Nationalities, and Peoples' Region (SNNPR) and Addis Ababa have been interviewed. Additional data were gathered using a PARTNER tool survey and also relevant documents have been analyzed. The social capital and governance theories create a framework where actors enjoy partnerships and use the benefits in both policy making and implementation. With the help of a problem tree and thematic analysis the study describes the causal effect relationship of the factors affecting partnerships and their ultimate consequence in maximizing social capital and governance. Accordingly, the thesis identifies the specific effects of the 2009 law on partnership endeavors in particular and HIV/AIDS policy implementation in general. Moreover, the study points out the existence of insufficient partnership in both decision making and policy implementation.

A., PgDip Res, PhD Abstract Resilience has become a buzzword in policy and practice of 'securing' and 'developing' cities and urban populations. This study discusses the use of this concept in the context of governance of subjectivities. More specifically, reflecting its empirical focus, it poses critical questions about constructing and promoting 'urban resilience subjects', and scrutinizes the process of internalization of resilience as a self-governance technique, self-imposed on and by citizens for their own good. The purpose is to problematize resilience as a universal tool or strategy to govern cities and their inhabitants, be it in ordinary or extreme circumstances. The study ventures beyond the traditional critique of neoliberalism to ask questions about what resilience does in terms of a performative governance, exploring the disciplinary and biopolitical nature of this process. Evaluation of strategic planning by addressing public in forum planning

This thesis focuses on communication of strategic planning of municipalities in the Czech Republic. Communication is viewed from the position of the authors of media messages. The author demonstrates firstly the importance of the level of information awareness as a prerequisite for citizens' participation in formulating public policies and places the issue of participation in the concept of governance. On the basis of media analysis the data from 1996 to 2014 and five main criteria, from which relies for further data interpretation in connection with the strategic plans of cities and municipalities, author identifies major trends in communicating the topic in the media. The main question for this thesis is: What is the experience with communication of strategic plans of municipalities and cities of the Czech Republic in the media? This question evokes another sub- questions, which in the context of media analysis will need to be answered. How are the strategic plans called in the media? How are they explained to the public?
